encoding: delete deprecated Block::fromBuffer and block helpers

These deprecated APIs are deleted:
Block::fromBuffer overloads with output parameter
ndn::encoding::prependBlock
ndn::encoding::prependByteArrayBlock
ndn::encoding::nonNegativeIntegerBlock
ndn::encoding::prependBooleanBlock
ndn::encoding::booleanBlock
ndn::encoding::dataBlock
ndn::encoding::nestedBlock

ndn-cxx: NDN C++ library with eXperimental eXtensions

ndn-cxx is a C++ library, implementing Named Data Networking (NDN) primitives that can be used to implement various NDN applications. The library is currently being used as part of the following projects:
