ci: update Travis-CI configuration

 * Drop clang 3.6 and 3.7
 * Add clang 9 (trunk)
 * Disable ASan on clang 7 and later due to a problem
   with the ubuntu binary packages from apt.llvm.org
 * Remove all OSX-10.11 configs (no longer supported)
 * Add Xcode 10.2 on macOS 10.14
