New generic classes:
- `util::NotificationSubscriber` (`util/notification-subscriber.hpp`)
- `util::NotificationStream` (`util/notification-stream.hpp`)
NFD Face monitoring class:
- `nfd::FaceMonitor` (`management/nfd-face-monitor.hpp`)
