Refactor and modernize namespace declarations
* Completely remove inline namespace v2
* Flatten some unnecessarily deep namespace nesting
* Move DummyClientFace, Segmenter, SegmentFetcher to namespace ndn
* Move all unit tests to namespace ndn::tests
